Housing Supply Actions

Densification Along Transportation Corridors

Work with communities to raise allowable density along all major transportation corridors, such as those directly along the SkyTrain, Canada Line, and major rapid bus corridors, as well as new major transit routes as they come online in Surrey, and along Broadway in Vancouver. This would create the opportunity for tens of thousands of new homes along greener, better connected, livable neighbourhoods.

New $100M Fund to Accelerate Municipal Development Applications

Work with local governments, to accelerate housing development applications. Today, there are approximately 120,000 building permit applications that are languishing in bureaucratic red tape in local government planning departments. We need to incentivize local governments to speed up their housing applications processes. Therefore, under my leadership, I will set up a $100 M fund to support municipalities in speeding up their development application process and allowing increased zoning densification, including authorizing more basement or secondary suites in existing homes.

Incentivize Rental Home Construction

Incentivize builders to build more rental units along with market housing that addresses the needs of families of all income levels through a ten-year property tax break for new purpose-built rental construction, as well as expedited development permit assistance.

Supporting More Rental Suites

Create new tax credits and strengthen existing incentives for homeowners that incur costs to add an authorized rental suite to their existing property.

Crack Down on Housing Speculation

We need to remember that a house is first and foremost a place for families to live, and only secondly an investment opportunity. We therefore need to take aim at those who speculate in housing, and those who buy houses, but choose not live in them. Specifically, we need to look at tightening property transfer tax rules for those who buy and sell properties in short order. We also need to enforce payment of the property transfer tax on speculators who enter into a contract of purchase and sale – and then assign the contract to another purchaser without ever purchasing the actual property. These new rules will slow down the “flipping” of properties by speculators, and put families back in the driver’s seat, not speculators.

New Annual Property Tax Surcharge on Unoccupied Homes

We also need to look at the impact of non-residents purchasing homes throughout British Columbia (predominantly in large urban areas such as Metro Vancouver and Victoria), and then leaving these homes empty for the majority of the year. I would move to add a substantial annual property tax surcharge on unoccupied homes. Placing this tax on housing will quickly motivate owners to either sell or rent the property. Accommodations would be made for snow birds and special circumstances.

Work Towards Property Transfer Tax Elimination for BC Residents Buying Their First Home.

We also need to look at the impact of non-residents purchasing homes throughout British Columbia (predominantly in large urban areas such as Metro Vancouver and Victoria), and then leaving these homes empty for the majority of the year.
